The European Commission has authorised a measure adopted by Denmark which provides a state guarantee on non-life insurance against damages stemming from nuclear, biological, chemical or radioactive terrorist attacks that exceed a certain threshold. n order to ensure that NBCR coverage is available, Denmark plans to introduce a state guarantee. Under the scheme, insurers that provide NBCR insurance in Denmark will be liable for non-life damages up to a certain pre-determined threshold. The risk retained by the insurance industry is based on their capital base and the availability of NBCR reinsurance on the global market. This threshold will be reviewed every year and currently stands at DKK 5 billion. The Danish state then provides a guarantee for the next DKK 15 billion of losses that exceed this threshold.

Based on a detailed analysis of over 200 meteorological observations and reconnaissance surveys of the areas worst affected by Windstorm Klaus, Risk Management Solutions has estimated that total insured losses in France are likely to fall between EUR1.0 billion and EUR1.8 billion. The estimate does not include losses resulting from damage to infrastructure - for example, to communication networks or power lines. Klaus is likely to be the biggest loss event for France after Windstorm Martin in 1999, which would cause over EUR2.0 billion insured losses if it were to reoccur today.

The European Commission has addressed a ‘reasoned opinion’ to Sweden for not having communicated the national measures transposing the provisions of the security of supply directive. The Commission considers that the transmission of a draft law is not sufficient for Sweden to fulfil its obligation of implementing the security of electricity supply directive. The reasoned opinion is the second step in the infringement procedure. Sweden has now two months to take the necessary measures to comply with the reasoned opinion. After that, the Commission can then decide to bring the case before the European Court of Justice.

Spain is on high alert after a car bomb attack in the country's Basque region which authorities blame on the armed separatist group ETA. The business continuity and data protection solution enables Tourism Ireland to minimise disruption to global marketing campaigns, increase staff productivity and provide a secure platform for growth into emerging markets. The solution uses CA XOsoft WANSync and replicates all of Tourism Ireland's critical e-mail data. Tourism Ireland estimates that CA's solution can recover over 230 gigabytes of e-mail data in less than one hour; this would have taken up to three days prior to the deployment. The European Commission have been informed by the German authorities of an outbreak of highly pathogenic avian influenza on a duck farm in Bavaria, in a region where infected wild birds were detected in July and early August. Upon suspicion of the virus, the German authorities immediately applied the necessary control measures laid down under EU legislation. Diagnostic tests carried out by Germany’s national laboratory confirmed the virus to be the highly pathogenic H5N1 strain. More information.

Although in the past terrorists used explosives or improvised explosive devices, they may in the future resort to non-conventional means such as biological weapons or materials. Some of these materials have the capacity to infect thousands of people, contaminate soil, buildings and transport assets, destroy agriculture and infect animal populations and eventually affect any food and feed at any stage in the food supply chain. The risk of "bioterrorist" attack has been statistically low, but its consequences can be devastating. If a deliberate introduction of deadly pathogens or a naturally occurring disease outbreak were to occur in the European Union or be imported from a third country, it is possible that it could affect several Member States simultaneously or spread across borders and have considerable economic and social impact. A new European Commission green paper has been published to stimulate a debate on this subject and to launch a process of consultation at European level on how to reduce biological risks, and to enhance preparedness and response. The Government of Poland and the World Bank have signed a €140 million loan to co-finance the Government’s Odra River Basin Flood Protection Project. This will finance part of the total project cost estimated at €505 million; the balance will be financed by the European Union Cohesion Fund, the Council of Europe Development Bank (CEB), and the Government of Poland. The Project, which will be implemented over a six-year period will provide protection against flooding in several major towns and settlements in the voivodships of Slaskie, Opolskie and Dolnoslaskie.

Euro News has reported that police in the Basque country are on high alert following the arrest of eight suspected ETA members. Police raids uncovered faked police documents, a pistol stolen from a French arms factory and a reported 30 kilos of explosive. Basque Interior Minister Javier Balza said the police are working on the basis that ETA is planning new attacks.
