The Twenty-First Report of the Independent Monitoring Commission was published yesterday (7 May 2009) and warns that ‘dissident activity since early summer 2008 has been consistently more serious than at any time since we started reporting in April 2004.’ The Commission believes that dissident Republicans are attempting to destabilise the Northern Ireland peace process.
