Dissident Republicans posing an increasing terror threat in Northern Ireland

Terror warning issued for United Arab Emirates

Senate committee examines the consequences of a terrorist nuclear attack
The US Homeland Security and Governmental Affairs Committee has heard testimony about the consequences that would face the US in the aftermath of a terrorist nuclear attack on a major US city. In the third of a series of hearings Senators heard that medical facilities would be so overwhelmed, approximately 90 percent to 95 percent of burn victims would receive no treatment. However, they also heard that beyond the initial blast zone and the narrow plume of nuclear fallout that would be carried by the wind, most of the city and its residents would remain intact and unharmed. Rather than trying to evacuate on gridlocked transportation arteries, the witnesses testified, the best course of action for most residents might well be to shelter in place. More details.

Lahore hit by bomb attacks
At least 24 people have died in two bomb attacks in Pakistan's city of Lahore. According to police sources, 20 persons were killed and 150 injured in a powerful blast at the FIA Office at Temple Road here, while four were killed in a blast in Model Town, where three persons were reported injured. It is suspected that the blast at the FIA Office was caused by a suicide bomber using a car loaded with explosive material. The explosion was so powerful that the FIA building was badly damaged while window panes of buildings in the surrounding area including the Mall were shattered. More details

EC publishes green paper on bio-preparedness
Although in the past terrorists used explosives or improvised explosive devices, they may in the future resort to non-conventional means such as biological weapons or materials. Some of these materials have the capacity to infect thousands of people, contaminate soil, buildings and transport assets, destroy agriculture and infect animal populations and eventually affect any food and feed at any stage in the food supply chain. The risk of "bioterrorist" attack has been statistically low, but its consequences can be devastating. If a deliberate introduction of deadly pathogens or a naturally occurring disease outbreak were to occur in the European Union or be imported from a third country, it is possible that it could affect several Member States simultaneously or spread across borders and have considerable economic and social impact. A new European Commission green paper has been published to stimulate a debate on this subject and to launch a process of consultation at European level on how to reduce biological risks, and to enhance preparedness and response. The Home Office has announced the appointment of Charles Farr OBE as Director General of the newly constituted Office for Security and Counter-Terrorism. ASTM Security Systems committee launches development of standard to protect facilities that could be attacked by water-borne vessels
ASTM International Committee F12 on Security Systems and Equipment invites all interested users, specifiers and industry personnel to participate in the development of a proposed new standard, WK11191, ‘Test Method for Boat Barriers’. The purpose of the WK11191 is to create requirements for any land-based crash barriers that are designed to protect facilities that could be attacked by water-borne vessels. The committee has identified over a dozen water-side facilities that require protection from intrusion, including airports, bridges, cruise ships, nuclear facilities and reservoirs.

Insurance industry cannot manage terrorism risks alone
Lloyds has reported that a report from the American Academy of Actuaries says that a large scale chemical, biological, radiological and nuclear (CBRN) terrorist attack on New York could cost the insurance industry as much as US$778bn. The academy published the finding in a response to President Bush’s working group on financial markets which, among other things, is looking into how insurers would cope with terrorism claims in the absence of a government-backed scheme. Regional Workshop on Preventing Bioterrorism
Senior police and government officials from 37 countries in the Asian region will participate in the Interpol ‘Asian Regional Workshop on Preventing Bioterrorism ‘workshop in Singapore from 27th to 29th March. Scientific and health experts from around the world will also be participating in the three day workshop, which aims to encourage greater regional co-operation and a more co-ordinated response to the threat of bioterrorism. Those attending the workshop will also take part in a simulation of a major bioterror event which will highlight the need for a well co-ordinated national, regional and international response.

Seminar to discuss London contingency planning as it affects disabled people
Disabled people, emergency services personnel, transport representatives and other stakeholders have been invited to discuss London contingency planning as it affects disabled people. The seminar will be held on Friday 17th March at City Hall, hosted by the Metropolitan Police Authority, Transport for London , and other members of the London Resilience Group. Kirsten Hearn, lead member for the MPA on disability issues and board member of TfL, said: "Since the horrific terror attacks of July 2005, many disabled people have raised concerns about whether they will be rescued in an accessible and timely way, should another disaster happen. They want to know if emergency planning for London reflects their needs. This seminar aims to involve disabled people in developing and refining such plans and to reassure them that their needs and concerns are included in planning for disasters.” The seminar is open to invited delegates only.

Terror blasts hit Turkey and Spain
Turkey
At least three people were killed and around 14 injured in a blast in the eastern Turkish city of Van near the office of the local governor. This was a suspected suicide bomb attack.
Spain
Two roadside bombs have exploded in northern Spain. The first went off in Cantabria, the second in Navarra. No one was injured. A telephone warning gave locations for the bombs - enabling police to divert traffic away from the areas in question.

GAO report examines chemical plant security
While the US Environmental Protection Agency (EPA) formerly led federal efforts to ensure chemical facility security, the Department of Homeland Security is now the lead federal agency coordinating efforts to protect these facilities from terrorist attacks. A new GAO report has reviewed DHS's actions to develop a strategy to protect the chemical industry; DHS's actions to assist in the industry's security efforts and coordinate with EPA; industry security initiatives and challenges; and DHS's authorities and whether additional legislation is needed to ensure chemical plant security. Global alert after al Qaeda prisoners escape from Yemen prison
Interpol has issued an urgent global security alert, known as an Orange Notice, following the escape on Friday from a Yemeni prison of 23 dangerous individuals, including at least 13 convicted Al Qaeda terrorists, some of whom were involved in attacks on US and French ships in 2000 and 2002. The Interpol Orange Notice is ordinarily used to warn police in member countries of mail bombs or disguised weapons or criminal modus operandi. However, Interpol Secretary General Ronald K. Noble personally ordered an Orange Notice to be issued after the Yemeni jail break because the escape and unknown whereabouts of Al Qaeda terrorists constituted a clear and present danger to all countries. Australian government issues new warning over terrorist attacks in Egypt
The Australian Department of Foreign Affairs and Trade has warned Australian business people operating in Egypt of an increased terrorist threat in the country. In an alert published yesterday the department says: “We advise you to exercise a high degree of caution in Egypt because of the high threat of terrorist attack. We continue to receive reports that terrorists are planning attacks against a range of targets, including places frequented by foreigners. Recent terrorist attacks in Egypt have targeted foreign tourists resulting in large numbers of deaths and further attacks can be expected. Tourist areas and commercial and public areas known to be frequented by foreigners are possible terrorist targets.”

Terror attacks on westerners may be imminent in Jordan
The Foreign Office has issued a warning for UK and Westerners in Jordan. The advice states: "Terrorists may be in the final stages of planning attacks against Westerners and places frequented by Westerners. The British Embassy in Amman will be closed until further notice due to the security situation. If you are planning to travel to Jordan, you should take sensible precautions for your personal security arrangements throughout your visit. You should take extra care at the borders with Israel and Iraq.”
