Al-Qaida and other terror groups are trying to hire Internet hackers to penetrate government and commercial computer networks, says Mark Rasch, former head of the Justice Department's computer crime unit. The Department of Homeland Security Authorization bill has been passed by the House of Representatives by a vote of 424-4. The bill will authorize $34.2 billion to accomplish the following:
* Increase border security by recruiting and training 2,000 new border patrol agents.
* Require the Secretary of the Department of Homeland Security to improve customs and immigration operations.
* Overhaul the nationwide, colour-coded Homeland Security Advisory System by targeting regions with specific information and intelligence
* Create a National Terrorism Exercise Program to prepare first responders and governments to respond to a terrorist attack.
