UK government launches phase two consultation on the Civil Contingencies Act Enhancement Programme

The Cabinet Office is leading a project to enhance the Civil Contingencies Act and as part of this has started a consultation process to gain feedback on revised chapters concerned with emergency preparedness.

Proposed changes include:

• Revisions to emphasise the importance of senior management involvement in testing and exercising.

• New guidance on how to handle and publicise ‘lessons identified documents’ which are generated by tests, exercises and incident feedback.

• Modifications to chapters relating to the Devolved Administrations to reflect changes to arrangements in these areas.

• A new emphasis on the need to ‘have regard to the voluntary sector’ and involve these organizations all the way through the emergency planning cycle, so that they can be more effectively used at the response and recovery stage. Encouraging such organizations to develop business continuity plans is one area highlighted as being important.

• A section of the consultation which will be of relevance to some non-public sector businesses is ‘Sectors that should be involved in Emergency Planning’. This proposes various new categories of business that should be encouraged to take part in forums and to co-operate in emergency planning arrangements. Company types identified in the review are:
- the armed forces;
- retail companies, including supermarkets;
- insurance companies;
- bus and road haulage companies;
- taxi firms;
- airlines;
- shipping companies and ferries;
- media companies;
- private communications networks dedicated to public safety users;
- offshore oil and gas industry;
- security firms;
- internal drainage boards;
- general practitioners and chemists; and
- the operators of other services or infrastructure that are critical in any specific area.
