The US DHS’s National Infrastructure Advisory Council (NIAC) has publically released a document which was first published in April 2008.
The ‘Insider Threat to Critical Infrastructures Study’ report was initiated by Homeland Security Secretary Michael Chertoff with a letter to the NIAC at the Council’s January 16, 2007 meeting. This letter outlined a series of tasks, which helped frame the study.
These included:
- defining the insider threat for both physical and cyber infrastructures;
- analyzing the scope, dynamics, and effects of globalization;
- outlining obstacles to addressing the potential insider threat; and
- analyzing the challenges that critical infrastructure and key resource (CIKR) owners and operators face when they screen their employees for insider threat risk.
