FEMA has announced the review period for the public to comment on the assessments made to improve the effectiveness of the National Incident Management System (NIMS). A comprehensive review of both NIMS and the National Response Plan (NRP) was initiated in September 2006 with federal departments and agencies, state, local and tribal authorities, and the public and private sectors, including national associations.
The Draft NIMS Upgrade (Version 1) is now available for nationwide review and comment. In order to expedite the review process, two national review periods have been established to collect comments:
* February 1-19, 2007 – 1st Comment Period on NIMS
* March 26-April 6, 2007 – 2nd Comment Period on NIMS
The NIMS Upgrade document (Version 1) can be accessed for review and can be downloaded from the NRP/NIMS website. A comment matrix is available for comment adjudication (email NIMScomments@hsi.dhs.gov to request a comment matrix). While a comment matrix will help assure clarity and consistency, it is not a requirement. All comments must be submitted to the email address noted above by February 19, 2007 to be considered during the first comment period. Comments will then be adjudicated and a revised version of the document will be available on March 26, 2007. The final comments will be due no later than April 6, 2007.
A public comment period for the NRP review will be announced in March.
