UK Civil Contingencies Secretariat publishes ‘Telecoms Resilience Assessment 2005-06’

A new Civil Contingencies Secretariat paper assesses the resilience of the UK Public Switched Telephone Network (PSTN) against the threats and hazards identified in the Cabinet Office’s 2005 risk assessment exercise. It provides advice and information which applies to business continuity managers in both the public and private sectors.

The reports summary states that: “The assessment exercise is intelligence-led, and draws together malicious threats and non-malicious hazards, leading to integrated planning assumptions for national, regional and local governments, as well as the private and voluntary sectors.”

The assessment focuses on the current PSTN architecture, and is therefore valid until the widespread rollout of Internet Protocol (IP) networks for voice telephony from late 2006. It has been based on guidelines contained in the National Infrastructure Security and Coordination Centre (NISCC) ‘Good Practice Guide’ guidance in connecting to the public telecommunications network.
