DEBKA has published a warning which claims that Al Qaeda has planted operatives in China with the aim of attacking US embassies and consulates, American businesses operating in China and American tourists. (See http://www.debka.com/article.php?aid=1118).
However, Control Risks has played down the threat, saying that the terrorism risk remains low in China and that the DEBKA report is unsubstantiated. Control Risks says that it “remains sceptical that any organised terrorist group or network is active in China that could carry out major attacks on Western targets of the kind seen in London in July 2005 and Madrid in March 2004.”
