President George Bush’s FY 2006 budget request includes a total of $41.1 billion for the Department of Homeland Security. This is an increase of seven percent over the enacted FY 2005 funding, excluding Project BioShield.
Amongst many other areas of anti-terrorism and emergency planning spending, the 2006 budget would include:
* $20 million for Enhanced Catastrophic Disaster Planning – this would allow FEMA to work with states and localities, as well as other federal agencies, to develop and implement plans that will improve the ability to respond to and to recover from catastrophic disasters.
* An increase of $5 million for cyber security - to augment a 24/7 cyber threat watch, warning, and response capability that would identify emerging threats and vulnerabilities and coordinate responses to major cyber security incidents. The extra funding would bring the total for this program to $73.3 million.
