The
Department of Homeland Security yesterday formally announced the
establishment of a National Response Plan. This aims to improve
the response and recovery apparatus of federal, state, local, tribal,
private sector and non-governmental organisations in the aftermath
of a natural disaster or terrorist attack.
The National Response Plan incorporates
best practices and procedures from emergency management, law enforcement,
firefighting, public works, emergency medical services and the private
sector, integrating them into a unified disaster recovery and management
structure.
An increased emphasis on local response
is established in the plan. Meanwhile, communications between federal,
non-governmental and local agencies involved in emergency response
is enhanced. Standardised organisational and communications training
will occur through the National Incident Management System.

FEMA has developed an online training
package which will help introduce emergency management practitioners
to the NRP, including the concept of operations upon which the plan
is built, the roles and responsibilities of the key players, and
the organisational structures used to manage response resources.
The course, located at training.fema.gov/emiweb/is/is800.asp
is designed primarily for DHS and other Federal department/agency
staff responsible for implementing the National Response Plan. State,
local and private sector emergency management professionals will
also benefit from taking this distance learning course.
