The
US Department of Homeland Security’s Information Analysis
and Infrastructure Protection (IAIP) Directorate and the German
Ministry of the Interior co-hosted a multilateral conference in
Berlin between October 20th-22nd, 2004, on ‘International
Cyber Security Cooperation: Watch, Warning, and Incident Response’.
The conference consisted of delegations from fifteen countries
including those from Europe, Asia Pacific and the Americas and represented
a significant collaborative effort on the need for an international
framework for cyber information sharing and incident response.
The goal of the conference was to bring together government cyber
security policy makers, managers of computer security incident response
teams (CSIRTs) with national responsibility, and members of the
cyber law enforcement community to further the international dialogue
on leveraging the existing watch and warning efforts for greater
global situational awareness and effective response to global incidents.
During the conference the participating countries discussed critical
areas essential for building an international framework for cyber
security, including:
* An arrangement among sovereign states to exchange cyber information,
* The incorporation of existing and emerging regional information
sharing arrangements, and
* Ways to improve information sharing in the near term and in the
future.
Participating countries:
Australia, Canada, Finland, France, Germany, Hungary, Japan, Italy,
Netherlands, New Zealand, Norway, Sweden, Switzerland, United Kingdom,
United States.
