As Senior Manager of Safety, Health and Environmental (HSE), this person will lead and manage the health, safety, and environmental (HSE) function across the organization.
• This candidate will provide vision, strategic development, management and governance of all aspects of the organization’s Safety program, including risk assessment, mitigation, compliance assurance, continuous improvement, development and implementation of best practices.
• This candidate will be required to negotiate time and gain commitment from business functions to ensure resources are available for plan development and maintenance.
• This candidate will have a strong business acumen and business support focus and understanding.

Primary Duties and Responsibilities

1. Engages senior management and other stakeholders and effectively and visibly leads a proactive Safety culture across the organization.
2. Develops and implements systems, policies and procedures that comply with all governmental regulations including local, state and federal OSHA and EPA rules.
3. Builds a robust Safety Program that is scalable and can be embraced within the organization’s culture.
4. Anticipates emerging regulations and assesses potential impacts and positions may need to adopt, in response to the pending changes.
5. Prepares, manages and controls annual capital and expense budgets related to Safety matters.
6. Develop and mentor direct reports. Provide leadership, guidance and coaching to staff in a culturing and nurturing manner while valuing the diversity and entrepreneurial spirit of each member of the team.
7. Assures processes are in place to audit site compliance with applicable laws, regulations and company Safety requirements and helps drive development and implementation of appropriate and timely corrective actions.
8. Determines, develops, tracks and communicates Safety metrics to appropriate leadership representation. Determine gaps and improvements necessary and develops remedial actions.
9. Develops and deploys Safety training strategy and plan covering Safety awareness and training for all employees, and evaluates effectiveness of training efforts.
10. Represents the company on all external Safety regulatory matters, recordkeeping and filings.
11. Works with Risk Management, Human Resources, Legal and other internal stakeholders to reduce the incidence and costs of injuries, occupational health claims, environmental excursions and other incidents.

Discretion and Independent Judgment

1. The organization’s program represents a program for which has been recognized by executive leadership to be important to the overall well being of the company. As a function of high importance and organizational visibility with broad cross functional interaction, it is essential that the person in this position exercise a high degree of discretion in designing, selling and implementing the organization’s program in a manner best suited to succeed within the organization’s business priorities, operating philosophy, and culture.
2. Must be adept at crafting and adjusting Program processes that best "fit" into a transitional business environment which values an entrepreneurial spirit yet has grown to a point that it increasingly recognizes the need for institutional programs such as the organization’s safety program. Organizational fitness, perceptibility and sensitivity will be of paramount importance particularly when dealing with the entrepreneurially focused segments of the business population that are not experienced with programs and processes of this nature. This person must also be able to assimilate the program into a diverse range of functional departments and be able to relate to their unique business priorities. Garnering the support of each of the affected business functions is essential to the overall success of the organization’s program.
3. The organization’s program is a distributed work effort that will require representatives from the affected business functions to assume functional responsibility for their respective safety activities. This will represent an added responsibility beyond their primary job responsibilities. This individual will need to use their leadership skills to ensure their staff/team uses project management and interpersonal skills as a communicator, collaborator, motivator and negotiator to achieve results through people who do not report directly to the office.

2. Planning and controlling budget expenditures
3. Is accountable for the work of a recognized organizational unit
4. Determining and securing the resources and materials needed to perform the work of the unit

Education and Experience

1. BS degree in Occupational Safety Management, Environmental Science, Safety or Environmental Engineering, Biology, Chemistry; Master of Science degree is desirable.
2. At least 10 years of environmental and safety management experience including line responsibility for environmental and safety compliance. Experience in the construction industry preferred.
3. Demonstrated leadership attributes with a minimum of five years in a leadership capacity with proven experience in developing and implementing strategic, company-wide safety, health and environmental programs.
4. Professional certification(s) highly desired.
5. 4 year college degree preferred. Equivalent work experience will be considered.

Environmental/Physical Demands

Travel required. Extensive PC utilization.
