Job Description

The Office of the Chief Administrative Officer (CAO) of the US House of Representatives is looking for two Business Continuity Managers to support Essential Support Services (mission critical) before, during, and following any event that disrupts, or threatens to disrupt, the CAO’s ability to support House operations. The Functional Manager will have primary responsibility for ensuring the continued operational readiness of applications, tools, and procedures. The Organizational Manager will have primary responsibility for ensuring the CAO organization is culturally prepared and trained to continue services. By working in close collaboration with the Director, Business Continuity/Disaster Recovery, these Managers and CAO Leadership, will work to identify and meet operational requirements for recovery of services during an event.

Duties:
- Identify CAO’s operational and organization service delivery requirements during an event through collaborative discussion with CAO and Business Unit leaders
- Develop and implement viable and sustainable emergency preparedness and recovery plans for CAO’s readiness capabilities
- Develop and implement sustainable awareness, educational, and development programs to ensure Critical Staff are knowledgeable and skilled in the operations of appropriate readiness capabilities
- Develop and implement testing and exercise programs to assess and enhance the operational status of CAO’s readiness capabilities
- Assess, mitigate, and manage organizational and operational risks to the CAO and its Functional readiness capabilities
- Identify the need for, and lead the development of, new or additional readiness capabilities in order to mitigate the risk posture of CAO operations and service delivery
- With the Director, Business Continuity/Disaster Recovery and the BC/DR team, collaboratively lead the development of operational recovery and reconstitution strategies
- Lead the implementation of those recovery and reconstitution strategies

Requirements:
- BS/BA degree in related field
- Minimum of 3-5 years of related emergency management and technical experience, preferably in a government or commercial environment
- Must have experience analyzing, assessing, and managing business processes and the organizational design and procedures used to support them
- 3-5 years experience analyzing, assessing, and managing the tools and technologies needed to support mission critical business processes
- Must have management experience and comfort managing contract support staff
- The ability to obtain and maintain a Top Secret federal government security clearance.

Operational Requirements:
This position is considered a CAO Critical Staff position and instrumental to CAO recovering its operational status under any and all disruptive events. This position requires being on-call to support CAO operations 24x7 during a disruptive event at any time and location.
