In Fiscal Year 2008, the Department of Homeland Security will award more than $3 billion in grants to states, territories, urban areas, and transportation authorities under 14 programs to bolster national preparedness capabilities and protect critical infrastructure.

Will come from a total budget of £62.5 million retained by Defra to fund a range of work which includes helping communities adapt to the flood and coastal erosion impact of climate change.

The Government of Poland and the World Bank have signed a €140 million loan to co-finance the Government’s Odra River Basin Flood Protection Project. This will finance part of the total project cost estimated at €505 million; the balance will be financed by the European Union Cohesion Fund, the Council of Europe Development Bank (CEB), and the Government of Poland. The US Department of Homeland Security (DHS) has released $194 million to help states and local governments prepare and implement emergency management activities through the Emergency Management Performance Grant (EMPG) program.
State emergency management agencies use EMPG funds to enhance their emergency management capabilities in a range of areas that include planning, equipping, and training, conducting exercises, and providing for all-hazards emergency management operations. In addition, EMPG funds are used to pay for personnel who write plans, conduct training and exercise programs, maintain emergency response programs, and educate the public on disaster readiness. NOAA and the Australian Bureau of Meteorology have officially signed an agreement to promote cooperative technical partnerships in tsunami early warning systems. As part of this effort, NOAA and the Bureau expect to launch a new Deep-ocean Assessment and Reporting of Tsunamis (DART) buoy station in April to further strengthen the Indian Ocean region’s capacity for tsunami warning. President Bush’s fiscal year 2008 budget request for the Department of Homeland Security (DHS) represents $46.4 billion in funding, which is an increase of 8 percent over the FY 2007 level – excluding funds provided in emergency supplemental funding. DEFRA has published a document which provides guidance for water companies (in England & Wales), central and regional Government and local responders, including Category 1 and 2 organisations in preparing plans to deal with major incidents linked to water and wastewater. The aim of the document is to provide a planning framework for a multi-agency response in the event of severe service disruptions resulting from major water and wastewater incidents.
