The IMF has published a working paper to generate debate concerning stress testing. Stress testing is a useful and increasingly popular, yet sometimes misunderstood, method of analyzing the resilience of financial systems to adverse events. This paper aims to help demystify stress tests, and illustrate their strengths and weaknesses. The world’s urban infrastructure needs a $40 trillion makeover say Booz Allen vice presidents Viren Doshi and Gary Schulman and principal Daniel Gabaldon in an article in strategy+business magazine. The authors estimate that by 2050, for the first time in history, more than 50 percent of humanity will be living in metropolitan areas. The next generation of cities will require much more than incremental improvements to infrastructure. Instead, the authors call for the public and private sectors to join forces in addressing the transportation, energy, and water crises in tandem with a comprehensive strategy. They conclude that cities that organize infrastructure effectively ‘will become centers of growth and innovation for the farsighted companies of the next 100 years.’ Read the story.

FDA publishes pandemic influenza preparedness plan
The US Food and Drug Administration has issued a pandemic influenza preparedness plan that defines the agency's current role in federal pandemic planning, such as expediting the review of new vaccines and antivirals, and spells out work it will do in areas such as food safety and targeting counterfeit drugs. The plan addresses six major areas: vaccines, antiviral medications, medical devices, food and feed safety, emergency preparedness and response, and enforcement.
